Soce deadline lapses, Comelec flags non-filers

FORMER President Rodrigo Duterte, along with Jonathan Julaine and Joselito Tan, failed to submit their Statement of Contributions and Expenditures (Soce) before the June 11, 2025, deadline, according to the Commission on Elections (Comelec) Davao City office.

In a list provided to PTV-Davao on June 13, Comelec-Davao confirmed that only two mayoral candidates—Bishop Rodolfo “Rod” Cubos and Karlo Alexei Nograles—submitted their SOCE.

All four vice mayoral candidates—Bernie Al-ag, Richard Algebra, Sebastian “Baste” Duterte, and Rhodora Barcena—filed their statements.

For the first district congressional race, Paolo “Pulong” Duterte, Janet Jabines, Rex Labi, Maria Victoria Ignacia “Mags” Maglana, and Margarita Ignacia “Migs” Nograles all complied.

In the second district, candidates Omar Vincent Duterte, Melogen Montesclaros, and Augusto Javier III Campos submitted their Soce. For the third district, Wilberto Al-ag and Isidro Ungab filed theirs.

Third district councilor candidates who submitted their Soce include Bai Hundra Cassandra Dominique Advincula, Ritchelle Joy Al-ag, Jose Marie Baluran, Ramon Bargamento, Ramil Fernando Brucal, Michael Jhon Cabalhin, Ricky Castillote, Carmelo Clarion, Myrna Dalodo-Ortiz, and Efren Echalico.

Also on the list are Larry Franco, Junrich Malolot, Rodolfo Mande, Luis Narisma, Judah Pantig, Antoinette Principe, Rowena Donato, Alberto Ungab, Lorenzo Benjamin Villafuerte, Trisha Ann Villafuerte, and Rachel Zozobrado.

Names of councilor candidates from districts 1 and 2 were not released, but Comelec-Davao reported that 22 out of 23 first district candidates and 20 out of 25 second district candidates complied.

The local political party Hugpong sa Tawong Lungsod (HTL) also submitted its Soce.

As of June 11, 2025, 79 out of 97 local candidates in Davao City had filed their Soce.

Comelec-Davao’s Third District Election Officer and Board of Canvassers Chairperson Atty. Shajani Ebrahim reminded candidates that filing a Soce is mandatory, win or lose. Non-compliance is considered an election offense and may result in fines.
She said that for the first offense, candidates in the House of Representatives would be liable to pay P30,000; city mayors and vice mayors are subject to P20,000 fine, while for the councilors, it's P15,000.
For the second offense, for House of Representatives candidates, it’s P60,000 and perpetual disqualification to run for public office. 

She said that despite paying the fine, the candidates would not be absolved of their administrative liability, adding that they would be receiving a letter from the Comelec main office for their failure to submit their Soce.
Comelec chair George Garcia earlier confirmed that no extensions would be granted, emphasizing that the June 11 deadline had been widely announced. He also warned that candidates who fail to submit their Soce will not be allowed to assume office and may face administrative sanctions.

Candidates who successfully filed their Soce will be issued a Certificate of Formal Compliance, which is required before they can take office.
Soces must be personally signed by the candidate or by the party treasurer of the political party and party-list. 

All Soces must be submitted in a prescribed number of hard copies, accompanied by a soft/electronic copy in both PDF and Excel formats.

The office also emphasized that the filing of Soces through registered mail, email, courier, or messenger services is prohibited.

Meanwhile, the former president and Davao City mayor-elect, Rodrigo Duterte, has been in The Hague in the Netherlands since March 11, 2025, to face charges related to his alleged crimes against humanity during his presidency. RGP with reports from PNA
