LTO summons SUV owner caught on video driving damaged vehicle

THE Land Transportation Office in Western Visayas (LTO 6) has summoned the registered owner of a damaged SUV caught on video speeding through Iloilo City in the early hours of July 19, 2025.

The vehicle, seen traveling at high speed with a mangled frontend, was captured on video by concerned citizens as it drove recklessly along Diversion Road and Jalandoni Street.

Witnesses said the SUV struck a gutter near the Philippine-American Cemetery in Barangay Our Lady of Fatima, Jaro District, and continued driving toward Ledesco Village in Barangay San Pedro, Jaro District.

Parts believed to be from the same vehicle were later found near the Infante Flyover in Barangay Inday, City Proper District, prompting further concerns about road safety.

While no injuries or property damage were reported, LTO 6 emphasized that the incident violated Section 48 of Republic Act (RA) 4136, which penalizes reckless driving and mandates drivers to consider traffic, road conditions, and public safety.

“The incident constitutes a serious violation of reckless driving. Operating a damaged vehicle on public roads is not only illegal but also endangers lives,” said LTO 6 Assistant Director Jeck Conlu. “Road safety begins with personal responsibility.”

LTO 6 Director Gaudioso Geduspan II approved the recommendation of Shiela Mae Alulod, head of LTO 6’s Intelligence and Investigation Unit, to issue a show cause order.

The vehicle’s registered owner has five calendar days from receipt of the order to submit a written explanation stating why no sanctions should be imposed.

Failure to comply will result in a waiver of the right to be heard and the LTO will act based on existing evidence.

Police Major Eduardo Siacon Jr., chief of Iloilo City Police Station 9, confirmed that responding officers intercepted the SUV and obtained the driver’s details.

No accidents involving other vehicles or pedestrians were reported. (Leo Solinap)
