

METRO Pacific Iloilo Water (MPIW), the primary water distributor in Iloilo City serving more than 50,000 customers, is projecting stronger business performance from 2025 to 2028, driven by infrastructure upgrades and network expansion on July 25, 2025.
Speaking at the second “Kapehan sa Meda,” MPIW Chief Operating Officer Angelo David C. Berba said the company anticipates “much performance and service starting this year” following supply development initiatives and reductions in non-revenue water.
MPIW is pursuing a P5-billion medium-term capital expenditure plan, with P800 million slated for 2025. This will cover six active projects spanning 40 kilometers of upgraded pipelines. About 78 percent of this year’s budget is allocated to upgrading and rehabilitating major and critical water infrastructure.
Among the major projects are the P655-million HS Jaro Project Phases 1 and 2, and the 15.12-kilometer Iloilo City Total Pipe Replacement project. These are expected to cut non-revenue water by 40 percent in 2025 through extensive pipe-laying work.
Berba underscored the importance of completing these projects ahead of Metro Pacific Water’s P5.5-billion Desalination Plant, expected to be operational by the end of 2027.
“The completion of these projects is critical for us to ensure smooth integration with the Desalination Plant and hopefully in Jalaur Dam, which will provide 65.5 and 86 million liters of water per day, respectively,” he said.
Berba said that the Desalination Primary Line pipeline construction will be completed before the additional bulk water comes online, requiring careful coordination and timely completion.
MPIW has already awarded contracts for key pipe replacement projects in Iloilo City. While Berba acknowledged possible challenges in securing permits, he expressed confidence in meeting their timelines.
The P5.5-billion Metro Iloilo Desalination Facility and the Jalaur River Multipurpose Project Stage II (JRMPII) Water Supply Allocation, through MPIW’s joint venture with Metro Iloilo Water District via a government-to-government arrangement, form part of MPIW’s long-term strategy to meet rising demand.
All in all, these infrastructure efforts represent a substantial portion of MPIW’s P12-billion concession agreement investments and are central to its goal of enhancing service delivery across Iloilo City. (Leo Solinap/SunStar Philippines)
