
ALL key officers of the Police Regional Office in Western Visayas (PRO 6) tested negative for illegal drug use following a surprise drug test conducted on June 27, 2025, at Madia-as Hall, Camp General Martin Teofilo B. Delgado, Fort San Pedro, Iloilo City.
Police Brigadier General Josefino Ligan, newly installed regional director of PRO 6, led the drug testing which covered the entire Command Group, Regional Staff and their deputies, Provincial and City Directors, the Force Commander of the Regional Mobile Force Battalion in Western Visayas, and Regional Chiefs of the National Support Units.
“All test results returned negative — a strong affirmation of the professionalism, discipline, and integrity of our key officers,” said Ligan.
He said their unwavering commitment to uphold the highest standards of service and leadership is evident.
Ligan said the initiative forms part of the agency’s intensified internal cleansing program, which is aligned with the leadership direction of Police General Nicolas Torre III, chief of the Philippine National Police (PNP). Torre’s agenda highlights integrity, accountability, and modernization within the PNP organization.
“This initiative sends a clear and powerful message — integrity starts at the top,” Ligan added. “We must be the embodiment of the values we demand from every member of the police force.”
The surprise drug testing is also consistent with PRO 6’s zero-tolerance policy against any involvement in illegal drug activities. The agency emphasized that such efforts are crucial to reinforcing public trust and ensuring that its police personnel remain credible, dependable, and committed to serving the community.
This internal drug testing forms part of a broader strategy by the new regional leadership under Ligan, who officially assumed leadership of PRO 6, to restore and maintain public confidence in law enforcement. (Leo Solinap/SunStar Philippines)
