DILG reminds LGUs to ensure equal use of public facilities

THE Department of the Interior and Local Government (DILG) has reminded local government units (LGUs) to ensure equal access to public facilities for all, regardless of political affiliation, religious beliefs, or other similar considerations, especially in the lead-up to the May 2025 national and local elections.

The DILG issued Memorandum Circular 2025-037, emphasizing that LGUs must give political entities equal opportunities to use public facilities—such as barangay halls, multi-purpose halls, civic centers, plazas, parks, open spaces, covered courts, sports complexes, recreational centers, and similar venues—for lawful purposes like assemblies and meetings. This is especially important during the election period, when such requests should be given priority.

The agency said that while LGUs are allowed to implement reasonable guidelines for the use of public facilities, these must be consistent with existing rules and regulations and applied uniformly to promote public welfare and convenience.

“The DILG further underscored the importance of prudence and fairness in the administration of public properties, in keeping with the principles of equity and public service,” the DILG said.

“At the same time, LGUs are reminded to act on all applications or requests for access to government facilities within three days from the date of receipt, in compliance with the Ease of Doing Business Act and Anti-Red Tape Authority (Arta) regulations,” it added.

The DILG warned that if an LGU fails to act within the prescribed period, the request will be deemed approved, provided all necessary documents are submitted and applicable fees are paid. (TPM/SunStar Philippines)
