ELECTRICAL MALFUNCTION TEMPORARILY DISRUPTS POLLS AT MANDAUE PRECINCT

A temporary electrical malfunction disrupted operations at the Don Gerardo L. Ouano Memorial National High School Polling Center on Election Day, May 12, 2025, affecting the first building that houses four clustered precincts — Nos. 171 to 174.

The power interruption occurred at 5:05 p.m., impacting the building’s electrical supply. Despite the outage, duty personnel reported that voting operations continued without interruption, thanks to the preparedness of election officials.

Automated Counting Machines (ACMs) seamlessly switched to backup battery power, and emergency lighting was utilized to maintain order and visibility inside the precincts.

According to Commission on Elections (Comelec) Mandaue Officer Anna Fleur Gujilde, the voting process was not interrupted despite the power outage, as the ACMs have backup batteries that allowed operations to continue smoothly.

By 6:48 p.m., power was fully restored to the polling center.

Authorities confirmed that no untoward incidents occurred during the brief disruption. | via CAV

CANVASSING TEMPORARILY SUSPENDED

The canvassing of votes was temporarily suspended by the Commission on Elections (Comelec) at 2:25 a.m. on May 13, 2025, and will resume at 9 a.m.

This was announced by Provincial Election Supervisor Marchel Sarno due to the untransmitted election returns (ERs) from the municipality of Santa Fe, Bantayan Island.

According to the latest record from the Provincial Canvasser, the voter turnout has reached 62.68 percent.

The winning candidates of Mandaue City have been officially proclaimed by the Commission on Elections (Comelec) Mandaue early Tuesday morning, May 13, 2025.

Proclaimed winners include City Mayor Thadeo "Jonkie" Ouano, Congresswoman Emmarie "Lolypop" Ouano-Dizon, Provincial Board Member Olin Seno, and City Councilors Fritz Villamor, Eugene Andaya, Ben Basiga, Carlo Fortuna, Ting Sol Cabahug, and Anjong Icalina.

Cebu Vice Governor Hilario “Junjun” Davide III conceded defeat on Tuesday, May 13, 2025, to incumbent Second District Representative Edsel Galeos, who secured re-election in a closely contested congressional race.

“The people of the Second District have spoken. My congratulations to Representative Edsel Galeos on his re-election,” Davide said in a public statement released after the results were made official.

Lapu-Lapu City remains under a Chan-led administration after the entire Team KAABAG slate secured a perfect 15-0 landslide victory in the May 2025 elections held on Monday, May 12, 2025.

Former Lone District Representative Cynthia “Cindi” King-Chan will assume the position of mayor, succeeding her husband, outgoing Mayor Junard “Ahong” Chan.

Cindi Chan garnered 142,058 votes, while Ahong Chan received 160,447 votes in his successful bid for Congress, with both clinching decisive victories.

Incumbent Vice Mayor Celedonio “Celsi” Sitoy also retained his post, tallying 145,995 votes.

Meanwhile, all 11 incumbent councilors under Team KAABAG won reelection.

'WITHOUT MONETARY POWER'

Dr. Juvel Ducay, a medical doctor and former Miss Universe Bantayan, has made history after securing a seat in the Sangguniang Bayan of Bantayan, Cebu, in the May 13 elections — ranking second among elected councilors, all without spending for her campaign.

“First doctor as councilor of Bantayan. First win without monetary power,” read a portion of Ducay’s Facebook post on Tuesday, May 13, 2025.

Ducay, the first physician to serve as a municipal councilor in Bantayan, garnered 20,778 votes — a victory she attributes entirely to the trust and support of the people.

“Grabe kamo mga Bantayanons! No words can express sa akon pasalamat sa inyo nga tanan. Mga pinalangga kaayo nakon kamo,” she said.

She also holds the unique distinction of being the first Miss Universe Bantayan titleholder to enter public office, earning her the nickname “Queen Doctora Konsehala” among locals. | via CDF

Councilor Nestor Archival, who emerged as the winning candidate for mayor, and former Mayor Tomas Osmeña, who was elected vice mayor, arrived at Cebu City Hall early morning Tuesday, May 13, 2025.

Archival was welcomed by officials of the Cebu City Police Office led by Police Colonel Enrico Figueroa and Police Lieutenant Colonel Maria Theresa Macatangay, who congratulated him.

Marchel Sarno explained the current situation of the transmission of election returns from a single cluster precinct in a certain barangay in Pinamungajan town for the canvassing of votes in the 2025 midterm election in Cebu Province.

'MOTION TO SUSPEND PROCLAMATION'

Atty. Marchel Sarno, Cebu provincial election officer of the Commission on Elections (Comelec), confirmed that the camp of incumbent Governor Gwendolyn Garcia has filed a motion to suspend the proclamation of Pamela Baricuatro as the winner of the gubernatorial race in Cebu Province.

Sarno said they are awaiting the official printing of the election results before proceeding with the proclamation of the winning candidate. He added that they cannot suspend the proclamation without a formal directive from the Comelec national office.
