A FORMER agent of the Philippine Drug Enforcement Agency (PDEA), a dismissed cop, an active member of the Metro Manila Development Authority (MMDA) and their alleged civilian cohort were arrested over their alleged involvement in the kidnapping of two Chinese nationals and theft of the latter's vehicles in Quezon City.
Philippine National Police (PNP) chief Oscar Albayalde identified the arrested suspects as Arnold Camayang, a former Intelligence Agent 1 of PDEA; Mark Anthony Roque, who is a dismissed Police Officer 1 assigned at the PNP-Crime Laboratory; Alvin Jay Roque, an MMDA traffic constable; and Christian John Roque.
Camayang and Mark Anthony will be charged with kidnapping, robbery and violation of Republic Act 4136 or Land Transportation and Traffic Code and usurpation of authority while charges of carnapping and anti-fencing will be filed against Alvin Jay and Talaue before the Quezon City Prosecutor.
A report received by the Talipapa Police Station quoted Chinese national Wu Shaowei as saying that at about 2:15 p.m. on May 25, he was travelling along Congressional Avenue, Quezon City with his companion Wu Yaochui on board a white Toyota commuter Van when they were waylaid by two armed men who introduced themselves as Mark Anthony Roque and Arnold Camayang.
The victim said they were handcuffed by the suspects and transferred to another vehicle while their van was driven by Camayang and later left parked at a Shell Gas Station in Balintawak, Quezon City.
Shaowei said the two initially asked for P3 million in exchange for their liberty. The amount was later lowered to P300,000.
He said the suspects brought them home to get money and upon leaving, they also took away his Toyota Fortuner and another gray Toyota commuter van which were both parked in his garage.
On June 6, the tracker team which was created to handle the case received a report that the victim's white and gray Toyota Hi-Ace commuter vans were parked along Bulusan St. corner Amoranto in Quezon City which prompted them to conduct a stakeout until the next day.
Alvin Jay Roque and Christian John Talaue were arrested while they were on board Shaowei's white Toyota van.
The operatives also recovered in the area the gray Toyota commuter van during the operation.
On June 7, 2018, the police along with the victim went to Camp Crame to verify a report on the arrest of certain Mark Anthony Roque.
Mark Anthony was arrested in an anti-carnapping operation by the PNP-Highway Patrol Group on June 6 along Mc-Arthur Highway near Fatima University in Valenzuela City while driving a Toyota Hi-ace Grandia van without plate number and conduction sticker.
He also could not present any documents to prove that he owns the van.
Shaowei positively identified Mark Anthony as the person involved in his kidnapping and who forcibly took away his vehicles along with Camayang.
Camayang was also later arrested at the parking lot of the PNP-HPG in Camp Crame as he was about to drive the victim's Toyota Fortuner.
The case was has been turned over to the Criminal Investigation and Detection Unit (CIDU) and Anti-Carnapping Unit (ANCAR) at the Quezon City Police District (QCPD) headquarters in Camp Karingal. (SunStar Philippines)
