Policeman recommended for dismissal in Rodriguez, Rizal teenager killing

THE Internal Affairs Service (IAS) has recommended the dismissal of the police officer involved in the killing of a teenager in Rodriguez, Rizal.

IAS Inspector General Alfegar Triambulo said they submitted on September 15, 2023, to the Police Regional Office (PRO) 4A (Calabarzon) the recommendation for the dismissal of Police Corporal Arnulfo Sabillo, who is a member of the Rodriguez, Rizal police.

He said he was found guilty of the administrative case of two counts of grave misconduct and conduct unbecoming of a police officer.

The investigation against Sabillo stemmed from the death of John Francis Ompad, 15, on August 20.

Ompad's brother, John Ace, was on his way home around 12:00 a.m., riding his motorcycle, when two men in civilian clothes, one of whom was Sabillo, attempted to flag him down while they were on another motorcycle.

John Ace stated that Sabillo introduced himself as a policeman, instructed him to stop, and requested documents, supposedly for his vehicle.

He refused to stop due to fear that they would rob him.

John Ace said the two individuals continued to chase him almost until he reached home. When he sensed that the rider was pulling out a gun, he threw his helmet at them, causing them to fall to the ground.

He said Sabillo got up, took his gun and shot him four times.

John Francis, who went out of their house due to the commotion, was accidentally hit in the abdomen. John Ace was unharmed.

The victim died while being treated in a hospital.

Ompad's killing occurred two weeks after the death of 17-year-old Jhemboy Baltazar, who was mistakenly identified by the police as a murder suspect.

In light of these cases involving uniformed policemen, Triambulo assured the public and its stakeholders, especially the grieving families and the aggrieved victims, that they will maintain its impartiality in swiftly resolving its administrative cases. (SunStar Philippines)
