Malacañang has ordered the imposition of alternative work arrangements in government offices and classes in public and private schools on Tuesday, August 18, 2026, in anticipation of the effects of Southwest Monsoon, locally known as habagat.
Under Memorandum Circular No. 128, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and provinces of Ilocos Sur, La Union, Pangasinan, Benguet, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna, and Occidental Mindoro.
“Agencies involved in the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services,” the memo read.
“Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes at all levels in public and private schools shall be implemented in the aforementioned areas,” it added.
Other areas not covered by the order may also issue similar directives pursuant to relevant laws, rules, and regulations.
The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management, Malacañang said.
According to Pagasa, the said areas are expected to experience isolated heavy rains until Wednesday due to habagat. (TPM/SunStar Philippines)
