

FORMER representative Stella Quimbo has questioned the victory of Marikina City Mayor Maan Teodoro in the May 12, 2025 elections, alleging electoral fraud, anomalies, and irregularities.
In a 56-page memorandum filed with the Commission on Elections (Comelec), Quimbo requested a recount of the mayoral votes in Marikina City during the midterm polls.
"Wherefore, premises considered, it is most respectfully prayed of the Honorable Commission that a Resolution be issued directing the immediate collection and retrieval of all ballot boxes from the 363 merged/clustered precincts in the City of Marikina used in the 12 May 2025 National and Local Elections, along with their keys, the Books of Voters, Election Day Computerized Voter's List, and other election documents, including the USB devices used," Quimbo said.
"... A recount, revision, and re-appreciation of ballots, as well as due examination of election documents, be undertaken," she added.
The losing mayoral candidate claimed the elections were marred by malfunctioning and misreading of the Automated Counting Machines (ACMs), resulting in at least 1,672 ballots for mayor not being read or counted.
She also alleged that ballots from priority polling precincts were not fed into the ACMs on May 12.
Quimbo further claimed other irregularities, including blatant vote-buying and the presence of Teodoro’s supporters inside polling centers.
"Protestant Quimbo attached affidavits of witnesses to substantiate her allegations of electoral fraud, anomalies, and irregularities," she said.
"Protestant Quimbo sufficiently alleged electoral fraud, anomalies, and irregularities, which justify the opening of the protested clustered precincts," Quimbo added.
In the May 12 polls, Teodoro received 142,814 votes, while Quimbo garnered 111,420 votes. (Anton Banal/SunStar Philippines)
