Taguig kagawad charged over ‘harassment’ of barangay exec

A CEBU court has indicted a barangay kagawad (village councilor) from Taguig City for acts of lasciviousness.

In a resolution promulgated May 27, 2025, the Cebu prosecutor’s office recommended the formal filing of Acts of Lasciviousness under Article 336 of the Revised Penal Code against Taguig Barangay Kagawad Apolonio Kibral Fulo Jr.

The charges stemmed from a complaint filed by a fellow barangay official following an official seminar for village officials in Cebu City in April 2024.

“After evaluating the complainant’s statement, witness affidavits, and related documents, prosecutors determined that there is sufficient basis to formally bring the case to court,” the resolution reads.

Fulo is currently under a six-month suspension imposed by the Taguig City Council following a separate administrative case in which he was found liable for grave misconduct, immoral acts, and conduct prejudicial to public service. 

He had previously been placed under preventive suspension to ensure an impartial investigation.

If convicted, Fulo may face imprisonment and permanent disqualification from holding public office. (TPM/SunStar Philippines)
