2,624 hectares identified for city's commercial use

AROUND 2,624 hectares have been identified for commercial land use based on the Davao City Comprehensive Land Use Plan (Clup) 2013-2022.

The total land area identified for city’s commercial use grew by 1,041 hectares from 1,583 hectares registered in the previous Clup in 2011.

"The commercial area's primary land use is commercial activities and is primary location of establishments like shopping malls, shops, offices, theaters, restaurants personal services establishments, motor repair stations, service trade premises, and business transaction centers and so on," the Clup said.

According to Clup, commercial land areas are classified into major and minor. Around 600 hectares are identified for the minor commercial, also known as the Central Business sub-zone according to the Zoning Ordinance (2013-2022) while the major commercial occupies 2,024 hectares.

With minor commercial, most of the area is located in the Central Business District (CBD) because it is where the city's business establishments and activities are heavily concentrated.

According to the Zoning Ordinance, allowable activities, constructions, or uses in the Minor Commercial areas are: office buildings, general retail stores and shops, food shops or outlets, personal services shops, sports and recreational centers, short term special education, commercial housing, institutional activities, and other trade, services, and business activities (i.e. banks, security agency, booking office, and among others).

Major commercial areas are situated all throughout the three congressional districts.

"There shall be no expansion or addition to existing ribbon-type development areas. Commercial areas shall be situated in the different areas or districts of the city to avoid much concentration of commercial activities in the CBD. These areas shall be a quasi-trade business activities and service industries performing complimentary and supplementary functions to the Central Business district (CBD)," the Clup said.

It also stated that uses under the major commercial areas should be regulated and controlled accordingly and commercial activities within very high to high susceptibility to flooding will have additional restrictions to prevent disasters.

Based on the Zoning Ordinance, all allowable activities, constructions, or uses in the minor commercial areas are also allowed in the major commercial area.

Additional activities, constructions, or uses in the identified major Commercial areas are: repair shops, satellite public transport terminals (provided it is located outside CBD and upon the recommendation of the Office of the City Planning & Development Coordinator), billboards or signboards making and advertising shops, small and medium scale junk store (not more than 50 sq.m. floor area), machinery sales and incidental services, carwash services (provided with proper drainage, rain water catchment and water treatment facility), automobile sales and services (provided with adequate working space and no vehicle repair or no storage shall be allowed on the road right-of-way), heavy equipment sales and services, machine shop service operation for engine repair rebuilding or custom job orders, lumber yard without machinery, tire recapping (cold process), blacksmith or tinsmith, woodworks or furniture shop, steel works, lechon or whole pig roasting, doughnut or hopia factory, other bakery products, repacking of food products, wholesale establishments or stores or offices with storage facilities and display of commodities or items for sale, warehouse and open storages, public wet market and wet markets privately operated with cold storage facilities, motels, and other commercial activities not elsewhere classified.
