Bacolod extends garbage hauler contract

THE Bacolod City Council approved the three-month extension of contract of services of garbage hauler IPM-Construction and Development Corporation (IPM-CDC) for collection, hauling and disposal of garbage and solid waste management.

The extension of contract from January to March 2018 was requested by Mayor Evelio Leonardia and unanimously approved during the regular session Wednesday, December 13.

Those who approved the mayor’s request were Councilors Caesar Distrito, Ann Marie Palermo, Dindo Ramos, Cindy Rojas, Bartolome Orola, Noli Villarosa, Renecito Novero and Elmer Sy, while Councilors Ricardo Tan and Claudio Puentevella objected the measure.

Distrito, chairperson of City Council committee on finance, said Thursday the council approved the resolution following the recommendation of the Solid Waste Management Board to extend it for three months.

Distrito explained that the extension was approved on the ground that it is allowed under the Procurement Law, and it is highly infeasible and legally impossible to conduct before the year ends because they cannot have bidding without the budget had been approved.

“We cannot afford to have an environmental disaster in the start of 2018,” Distrito said.

He said they allotted P44 million for the three-month extension of the garbage hauler’s contract.

The one year and four-month contract of IPM-CDC will end on December 31 this year and that the new contract will start on January 1, 2018 for the garbage hauling and collection services at P14.858 million per month, Distrito said.
