Bacolod garbage collection shows improvement by 50%

THE garbage collection efficiency of IPM-Construction and Development Corp. (IPM-CDC) has increased by 40 to 50 percent from September 12 to 16, according to the Department of Public Services (DPS) of Bacolod City.

DPS head Nelson Sedillo said Friday that during the period, personnel of the new garbage hauler have been doing more than 112 trips a day.

The DPS is tasked to monitor the garbage collection services of IPM-CDC, with focus now on addressing the backlog in various barangays.

IPM-CDC senior vice president Jan Vincent Mercado had earlier promised Mayor Evelio Leonardia that garbage collection in the city will be stabilized by September 16.

The Metro Manila-based contractor, which started its waste management contract with the City of Bacolod last September 2, inherited uncollected garbage from its predecessor Bacolod-based Dynamic Builders and Construction Company.

Residents of various barangays, including those in residential subdivisions, have been complaining of uncollected garbage especially in the areas of Barangays Estefania, Mansilingan, and Capitolville Subdivision.

Sedillo said that on its first week operations of IPM-CDC completed only 71 trips a day due to lack of manpower.

“But now there is a big improvement in addressing the garbage problem in Bacolod,” he said.

He added that even the previous contractor did not reach 112 trips a day.

Sedillo said he believes the IPM-CDC has partially normalized the garbage collection in the city.

He added that there are still remaining backlog in some barangays, but only a small volume.

As of Friday, the DPS has not received complaints of uncollected garbage.

Sedillo said they will continue to monitor the performance of IPM-CDC to ensure cleanliness in the city.

On Monday, Mercado said they now have 300 garbage collectors. The 150 is assigned for the first shift, and the 150, for the second shift.

IPM-CDC’s contract for collection, hauling and disposal of garbage, and solid waste management services amounts to P59.433 million, or P14.858 million per month for the period September 2, 2016 to December 31, 2016.
