COUNCILOR Edgar Avila is seeking to have passenger rights upheld in Baguio City.
In a new law, if approved, empowers each passenger on rights and privileges accorded to them when riding public transport.
“Majority of our population are riders of public transport thus, the need to protect the commuting public from unfair and unsafe practices of taxi drivers and operators. On the other hand, establish better public perception to the taxi service industry in general,” Avila said.
Effective upon its approval, every passenger of a public utility vehicle, Grab or Uber car or van will have the right to ride in a motor-vehicle that is clean, fresh, in good condition and has passed all the requirements of law to qualify for a franchise or permit to operate as a public utility service; be driven by a Land Transportation Office licensed driver in good standing with a copy of the license enlarged and clearly displayed in the zsvehicle; a safe and courteous driver who obeys all traffic laws, rules and regulations; by choice a quiet trip free of audio/radio or in the alternative may request for a music or station of his or her own choice; a quiet trip likewise requires unsolicited talk or chatter or constant honking by the driver; a driver who does not use his cellular phone while driving; a smoke and scent or odor free ride; upon request, the use of the air conditioning or heater as the case may be; use seatbelt as required; be accompanied by his or her pet; request to carry wheelchairs or other accessories for persons differently abled; be allowed bags and baggage; be able to see the meter at all times during their ride; be provided with a receipt upon request; to dictate the route that is taken during your ride even if it is not the shortest or most direct route to your destination; refuse to pay the fare for violation of any of the above rights or of law.
Avila added there is also a need to amend the King of the Road Ordinance to better serve Baguio constituents particularly the senior citizens and differently abled persons who need more time in crossing the pedestrian lanes.
Violators will face confiscation of driver’s license and fines.
