Boating ordinance reviewed

AMENDMENTS for a 1948 ordinance on rules and regulations for boating in

Burnham Lake, rates, use of boats and penalties, through the Baguio City Council, is recommended by concerned offices after thorough evaluation.

City Environment and Parks Management Office (CEPMO) head Cordelia Lacsamana and Burnham Park project evaluation officer Joseph Hermogeno were interviewed, as with boating concessionaires and patrons for their recommendations in relation to the ordinance, rental rates and park aesthetics, among others.

Boating concessionaires should secure business permits valid for a year and that only seven are allowed to operate said business, due to the lake’s carrying capacity, it was stated in the recommendations.

Boat operators and workers are obliged to maintain harmonious relationship with the general public, be responsible for the park’s cleanliness, provide two life vests for safety measures, and assure that boats are used for recreation purposes only.

Recommendations include boating personnel to be knowledgeable of first aid, lifeguarding and rescue; acquire working permits, clearances and not be intoxicated anytime on the job. Customers should be clear-minded during boat rides, and all children must be accompanied by adults or their parents when in the lake.

Washing, fishing, bathing, gambling, selling, sleeping, and having barkers in the area is prohibited.

From the park operation through the City Treasurers Office in 1948, the park is now under the CEPMO, with control, supervision and jurisdiction over the 7 concessionaires, having rental and service boats.

And from a fifty centavo-rent for a thirty-minute ride in 1948, the rides now have rates as to boat size and hull. Small size boats, with paddle/pedal with at least three passengers charge from P100 to P200; medium size boats with capacity of five persons may charge P100 to P150/30 min.; and big size boats with capacity of 10 persons may charge P200 to P250/30 min.

Additional charges apply for ride extensions and request for rower.

Uniform rates should be posted within the boating area, and should there be any increase, the Parks Management Authority gives a written consent and approval.

Additional lights and shade within the lake area were requested, as with regular monitoring and inspection of the boats for clients’ safety, as other improvements within the lake’s premises are recommended by clients, boating concessionaires and CEPMO personnel. (PR)
