City Hall eyes farm lab, village for retirees, urban poor families

CEBU City Hall plans to develop a 29-hectare lot in an upland barangay into a township property that will house a modern farm laboratory, retirement village and housing for urban poor families.

City Agriculturist Joey Baclayon said that the City Government plans to develop the township next year in Sitio Catives, Barangay Guba.

The project is expected to improve economic activity in the city’s mountain barangays, he said.

He said the City Agriculture Office plan to establish an orchard plantation and an experimental station on modern farm technologies there.

“The experimental station will showcase, among others, all types of technology that will help our farmers grow crops and raise livestock. It will also have farming laboratories,” he said.

The orchard and the experimental station, Baclayon said, will cost the City at least P4 million. He said the amount was included in their proposed P35 million budget for 2015.


The retirement village and urban poor housing would be implemented by the Division for the Welfare of the Urban Poor (DWUP) and the Office of the Senior Citizens Affairs (OSCA).

Baclayon said the plans and cost estimates for both facilities are still being prepared. He said DWUP tapped the University of San Carlos College of Architecture for the project.

The township will also feature schools and a market, Baclayon said.

He said his office, together with DWUP and OSCA, conducted a series of meetings on the project.

The property where the township project will rise was bought by the City for P11.5 million in 1997 yet.
