Committee created to pick workers to study abroad

DAVAO City Mayor Sara Duterte-Carpio created a committee to evaluate and recommend qualified city employees to be nominated for trainings and study abroad.

The Personal Development committee (PDC) was signed last April 24 along with its policies in the selection of nominees to training, career development, and scholarship programs in the Davao City Government.

The committee will be composed of the city mayor as the chairperson, Human Resource and Management Office as the vice chairman and the members will be the Assistant Human Resource and Management Officer and representative from Department of Interior and Local Government and representatives of the duly recognized employees union.

The ordinance states that the members of the PDC shall perform their duties and responsibilities unless removed by the city mayor for a justifiable cause.

In case of resignation, separation, transfer, re-assignment, removal or death of a member, the city mayor shall designate the replacement.

The PDC shall also formulate internal rules and procedures for an equitable and rational availment of scholarships, study grants, and trainings without discrimination to sex and gender.

The committee will also evaluate the nominations submitted by the heads of the departments or offices to scholarship program or grants, both local and foreign, especially if it involves local funds, to ensure that scholarship opportunity are equitably awarded to deserving officials and employees.

They will also evaluate if the applicants for is qualified for the study leave grant, as provided in the Section 68 of Civil Service Commission Memorandum Circular 14, to ensure that the field of study pursued by the same must be relevant to the official duties and responsibilities of the concerned employee.

The PDC will also undertake screening, conduct interviews, and other related activities which may deem effective in the selection of candidates for the training or scholarship grants and granting of study leave.

They also recommend to the appropriate body the Department of Interior and Local Government, National Economic Development Authority, Civil Service Commission and other institutional bodies offering the same, applications for scholarship programs and direct the preparation of endorsements and contract relative to the grant of scholarships and study leave.

The general policies and the period of the program, specific policies on study leave and specific policies on local or foreign scholarships were also stated in the ordinance.
