THE Davao City Council passed on third and final reading the supplemental budget 3 (SB3), allocated for general fund proper, development fund, and economic enterprises in the 17th regular session on Tuesday, November 8, 2016.
Committee on finance, ways and means and appropriations chairman City Councilor Danilo Dayanghirang moved that the P122,268,519.39 supplemental budget for this year be passed on the third and final reading.
"There is not so much expenditure for this purpose. I am expecting for supplemental budget 4 (SB4), because some of the allowances and Christmas bonus are not yet included in the budget," Dayanghirang said.
In a document presented by the councilor, the biggest chunk of the SB3 will be sourced from the reversion of the previous and current year's appropriation with a total amount of P81,343,268.77 or 66 percent of the budget.
The surplus for year 2015 operation with P25,000,000 ranked second among the sources of funds, followed by the 15 percent shares of collection from the Office of the Building Official with P13,436,509.
Unappropriated balance from this year’s annual budget of P1,580,000 comes next and finally the collection from loan assistance program of the city cooperative and development office with P900,000 the lowest.
The general fund proper got the topmost of the budget with P96,627,136, of which the lump sum appropriations got the highest share with P32,381,599.95 among the other appropriations under it.
The Office of the City Mayor proposed appropriation is P30,488,766.10, of which P30,000,000 is for the augmentation of the Lingap Program and P234,967.19 is for settlement of last year’s Lingap obligations.
Still under the general fund proper is the appropriations for the City Engineer’s Office with P13,472,529.75.
The development fund with P25,632,641 budget consist of a non-infra and infrastructure projects to be funded from reversion of various appropriations for development programs and projects as requested by the barangay councils and various office and/or departments.
Meanwhile, the economic enterprises’ proposed budget of P8,741 is for the payment of the prior year’s obligations under the operation of markets worth P5,800 and personal services under the operation of cemeteries worth P2,941.
The committee has recommended the approval of the City Development Council Resolution No. 10, Series of 2016 favorably indorsed the reversion of appropriations of various project proposals funded from the development fund.
It also recommended that all disbursements and utilization of funds appropriated under the SB3 must conform with existing government budgeting, accounting and auditing rules and regulations, policies and guidelines of the Commission on Audit, Department of Budget and Management, the Procurement Act, as well as other applicable laws, ordinances and presidential directives.
