THE Davao City Council passed last Tuesday, June 27, a resolution requesting the Land Transportation Franchising Regulatory Board (LTFRB) to lift its moratorium on the issuance of certificate of public convenience or franchise of public utility vans.
Based on the approved resolution, there was a need for such request since the existing moratorium for the issuance of the franchise by the LTFRB prevented utility vans to secure the required Certificate of Public Convenience for them to operate as public utility vehicles.
It stated that private vans or "colorum" vans which are soliciting freight and passengers are proliferating in Davao City.
“Due to the increasing demands of transportation, the riding public is constrained to avail the offered illegitimate and illegal public transportation despite of their lack of insurance coverage,” the resolution read.
It further stated that there is a need to open for the issuance of the franchise of utility vans and to legalize their operation so as to protect the riding public.
It also suggested that a proper regulation can be imposed and a close monitoring can be conducted once the utility vans are legalized as they will be under the supervision of the Land Transportation Franchising Regulatory Board, not to mention, the considerable revenues that will be raised to the advantage of the government.
The resolution was proposed by Transportation Committee Chair Conrado Baluran.
