Davao councilors push film dev't council

THE Committee on Education, Science and Technology, and Culture and Arts has recommended the passage of a proposed ordinance of creating a film development council in Davao City.

This is the result of the discussion between Education committee head Councilor Pilar Braga, member Councilor Mabel Acosta, and Film Development Council of the Philippines (FDCP).

Based on the report, the primary objective of FDCP is to make Davao City the hub of film making in Mindanao.

The powers and functions stated in Section 5 of the proposed ordinance read that the council is empowered to formulate a Film Industry Development Plan as a basis for film programs and projects in Davao City, which includes development and promotion of trainings, workshops, and other activities that enhance the skills, growth, development, and expertise of film makers, directors, actors, and others, in the local film industry necessary for quality film productions.

It will also promote viability of Davao City for film production and showing by formulating film incentive program among others both for local and international productions.

FDC will also ensure the establishment of film archive in order to preserve, conserve, restore, and protect audio-visual materials as part of the nation's historical, culture, and artistic heritage

It will also have additional power to seek grant and other incentives for film productions and to provide assistance in film contribution or marketing.

Based on the proposed ordinance, the film council will be headed by a chairperson, two vice chair from private sector, two members from city council, the Department of Labor and Employment or duly designate representative, one representative from academe, one representative from a filmmakers group, and one representative from cinema operator.

The City Tourism Office will be designated as secretariat.

An honoraria for each member is optional; and as of the terms of office, all members shall be conterminous with the appointing authority.

Section 15 read that there will be an annual local festival, exhibitions and similar activities after the first year of constitution of FDC.

An annual budget of P10 million was proposed for the first year of the constitution of the Film Development Council.

This item is already for second reading and to be discussed and adopted by the council in the session this week.
