THE City Council of Bacolod passed a resolution calling for the adoption of Memorandum Circular No. 03-14 issued by the Philippine Coast Guard.
The circular prescribes the guidelines for safety and security requirements of coastal and beach resorts and vessels with pool facilities, including qualification and requirements of lifeguards for the promotion of safety of life at sea.
Councilor Em Ang presented the measure at the City Council for its appropriate action.
She said such guidelines are vital and must be complied with by all coastal and beach resort owners in Bacolod City to avert the possible loss of life or endanger the lives of resorts goers.
In furtherance of strengthening and ensuring the implementation of Memorandum Circular No. 03-14, there is a need to adopt thereof as basis of the city to strictly require all coastal and beach resorts to comply with the requirements as set forth therein, the councilor added.
