JUSTICE Secretary Vitaliano Aguirre II has issued an Immigration Lookout Bulletin Order (ILBO) against the subjects in the first arrest order issued by martial law administrator, Defense Secretary Delfin Lorenzana.
Aguirre told reporters Thursday that the Department of Justice (DOJ) that the 139 alleged members of the Maute and Abu Sayyaf group, not 125 as earlier reported, subjects in the arrest order no. 1 are now placed under the Bureau of Immigration's (BI) watchlist.
In the order dated May 29, Lorenzana directed agents of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to arrest 139 members of the terrorist groups in Mindanao for rebellion.
Aguirre mulls on creating a new order specifically for the immediate arrest of subjects in the order.
Asked why the need for an entirely new order, Aguirre said: "Para ma-differentiate. Halimbawa 'pag BI ka at dinatnan ka ng bagong pangalan na ito you must be very careful kasi they could be members of the Maute group."
"Nitong mga nakaraan its either HDO (hold departure order) or ILBO pero kinakailangan natin ng new name to warn our BI officers or anybody na these dangerous people are subject to arrest immediately," Aguirre added.
ILBO, an order issued by the DOJ does not have the power to hold the subjects of an arrest order under detention. An HDO is a court order that bars respondents facing criminal cases from leaving the country.
Aside from the 139 individuals to be arrested by government troops for rebellion, there are also 89 members of the Maute group who are now facing charges of kidnapping and murder. Four are facing charges for illegal possession of explosive device.
Aguirre said the five separate panels of prosecutors will be created for Maute cases. Judges will hold their temporary courts in Iligan City, according to Aguirre, pursuant to the order of the Supreme Court. (SunStar Philippines)
