DPS chief may face charges for failure to submit report

BACOLOD City Councilor Ricardo Tan said Thursday they will file a case against Department of Public Services (DPS) head Nelson Sedillo if he fails to submit a report on the performance of waste management contractor IPM Construction and Development Corp. (IPM-CDC).

Tan said that as of yesterday, there is still no report submitted to the City Council.

“It is the obligation of Sedillo to submit the report because it is part of the collatilla,” he said.

Tan, along with Councilor Renecito Novero, had earlier urged the DPS to submit a report on the performance of the IPM-CDC.

On August 30, the City Council approved to grant Mayor Evelio Leonardia the authority to sign the contract with the IPM-CDC with the collatilla that the Solid Waste Management Office (SWMO) and the DPS be required to submit their monthly monitoring report on the accomplishments of the contractor.

“If Sedillo fails to do his job, for me, that is dereliction of duty and there is a possibility that we will file a case against him,” he said.

"They should give due respect to the City Council in complying of what is required from them,” Tan added.

The DPS has been tasked to monitor the work of IPM-CDC to determine the number of barangay that they had served, and the volume of the garbage collection.

“For now, we are facing a blank wall because there are still several residents complaining of uncollected garbage," Tan said.

For his part, Sedillo said he already submitted the report to the City Mayor’s Office and it was received by the secretariat of the Solid Waste Management Board on October 13.

“If there is someone asking for copy, they should make a request with the City Mayor’s Office,” he said.

Vice Mayor El Cid Familiaran said there is no need for them to make a request with the City Mayor’s Office because the colatilla was part of the contract and it is the obligation of the DPS to submit a copy of the report to the City Council.

Meanwhile, the 15 additional dump trucks of IPM-CDC arrived in the city on Tuesday.

The IPM-CDC has a total of 53 dump trucks.
