Dumingag town vice mayor faces raps for dishonesty

FORMER Dumingag town mayor and now vice mayor Nacianceno Pacalioga, Jr. of Zamboanga del Sur is facing charges before the Office of the Ombudsman for misrepresentations in Statement of Assets, Liabilities and Net Worth (SALN).

Pacalioga is facing charges for falsification of the official document and serious dishonesty by deliberately omitting several real properties in his SALNs from year 2011, 2012 and 2014.

The town vice mayor was also meted the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits and perpetual disqualification for reemployment in the government service.

The Ombudsman has dismissed the former and directed the Department of Interior and Local Government (DILG) to implement the penalty imposed upon Pacalioga.

The Ombudsman also found probable cause to charge Pacalioga for three counts of perjury and the Code of Conduct and Ethical Standards for Public Officials and Employees.

Record showed that in the questioned SALNs, Pacalioga failed to declare 10 parcels of a land in different barangays of Dumingag.

But Pacalioga said he did not need to declare the real properties as he had already waived his rights over them in favor of the Dumingag United Subanen Association, Inc. and a certain Roel Dumayon before 2011.

The Ombudsman found that the documents questionable as the quit claims do not mention any of the properties he is being accused of failing to declare.

The Ombudsman said the records of this case clearly shows that Pacalioga deliberately failed to declare his ownership of the real properties in his 2011, 2012 and 2014 SALNs.

The incomplete declaration of the accused’s asset in his SALNs constitutes Falsification while his deceptive acts qualify as Serious Dishonesty, the Ombudsman said.
