Guara orders intensified fixers monitoring at BGC

Executive Assistant Celestino Guara Jr. on Friday, July 7, ordered the Public Order and Safety Office (Poso) personnel to intensify the monitoring of fixers inside the Bacolod Government Center (BGC).

Guara issued the directive after a job order employee took the table and chair of Poso personnel and placed it in front of Permits and Licensing Division to entertain those processing their permits.

He said that he confronted the employee, identified as a certain Edgar, assigned at the Building Administrator’s Office, but the employee displayed an unruly behavior.

“It’s not the first time that he took the Poso table,” he said.

Guara added that four personnel were assigned in front of Permits of Licensing Division and Building Administrator’s Office to monitor the fixers.

“We want to eliminate fixers especially the city employees,” he said.

Mayor Evelio Leonardia had earlier ordered the Office of the Building Official (OBO) to eliminate fixers in their office at the BGC.

Leonardia said an initial check of certain frontline offices indicated the presence of fixers, including those at the OBO.

The mayor added that he was informed that certain public practitioners such as electrical and civil engineers regularly conduct their private business within the OBO premises, and are also using the facilities of OBO field personnel.
