Human rights body probes teacher for ‘child abuse’

A TEACHER at a public elementary school in Bacolod City is being investigated by the Commission on Human Rights (CHR)-Negros Occidental due to an alleged beating incident inside the classroom.

CHR local head Romeo Baldevarona said Merly Obina of Purok Malipayon, Barangay 35 in Bacolod City, filed the complaint against the class adviser of her nine-year-old niece.

She said the teacher ordered her 41 pupils to beat the child and her three classmates before the class started on February 6 because they were absent last Friday.

Medical records submitted by the complainant to the CHR showed the girl suffered from contusion hematoma in the middle left and right buttocks as a result of the alleged beating.

Baldevarona said the incident was reported to the Women and Children Protection Desk of the Bacolod City Bacolod City Police Office and also to the school principal.

Baldevarona said the teacher could be held liable for violation of Republic Act of 9745 or the Anti- Torture Act of 2009, and Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

The teacher will be made to answer the allegations to give her due process, he added.
