Ifugao town strengthens solid waste body

HUNGDUAN, Ifugao -- Mayor Hilario Bumangabang has issued Executive Order Number 1 series of 2014 reorganizing and strengthening the Municipal Solid Waste Management Board (MSWMB) to address the garbage problem in the municipality and achieve an ecologically-balanced environment.

Bumangabang said he made the directive to address the increasing amount of garbage, posing a threat to the general welfare and health of the people and the town's natural beauty.

The creation of a Solid Waste Management Board is provided under the Ecological Solid Waste Management Act of 2000.

Bumangabang said that MSWMB has to be reorganized in view of the last year's barangay elections and new designation of key personnel in the municipality.

The new composition of the MSWMB include the mayor as the chairperson, the vice mayor as vice-chairperson with the members composed of all the barangay captains of its nine barangays, Sangguniang Bayan Committee Chair on Health, the Municipal Chief of Police, all the municipal heads of offices and departments, the school district supervisor and all the principals and Teachers-In-Charge of the different public schools, representatives from the religious sector, civil society organizations, farmers federation, jeepney and tricycle operators and drivers associations.

The Municipal Tourism Office is designated as the Secretariat with the Tourism Officer as the Secretary of the MSWMB.

The functions of the MSWMB are to convene quarterly meetings for purposes of planning and coordinating the implementation of the Solid Waste Management Plans (SWMP) of the different barangays, review as the need arises the Municipal SWMP to ensure its sustainability, viability, effectiveness and relevance in relation to local and international development on solid waste management.

The MSWWB must also develop specific mechanisms and guidelines for the implementation of the MSWMP, provide necessary logistical and operational support to component barangays and shall also recommend measures and safeguards against pollution for the preservation and maintenance of the environment.
