Inmate hangs self

AN INMATE was found dead inside the custodial facility of Police Station 1 in Bacolod City early Thursday morning, February 15.

Senior Inspector Leo Estopa, chief of Police Station 1, identified the fatality as Ronald Tulib, 26, of Sitio Laoyan, Binagyohan, Escalante City.

Estopa said the dead inmate was found by Police Officer 2 Yves Eduardo Tiangson at 6:03 a.m.

Policemen tried to revive the victim and rushed him to Corazon Locsin Montelibano Memorial Regional Hospital, where he was declared dead at 6:23 a.m.

Estopa said Tulib was brought to the station past 1 a.m. Thursday after he was caught creating alarm and scandal due to the influence of intoxicating liquor on Hernaez-Gatuslao Streets in Barangay 15.

He said the victim was placed alone in the custodial facility because he was unruly.

“He was given a tarpaulin as cover for the cemented seat, but he instead put it around his neck and committed suicide,” Estopa said.

A fellow detainee at the male custodial facility said he saw the victim folding a tarpaulin and even reprimanded him, but the victim did not listen.

Estopa said the victim did not have visible injuries, but he will be subjected for autopsy.

He added that the Investigation and Detection Management Branch of Bacolod City Police Office (BCPO) is also conducting a separate investigation.

Senior Superintendent Francisco Ebreo, officer-in-charge of BCPO, was informed about the incident and he directed Estopa to follow the standard operating procedure.

Estopa said he also directed the jailer to submit a written explanation within 48 hours as part of the procedure.
