IPM-CDC bags P150-M Bacolod garbage contract

THE Bids and Awards Committee (BAC) of Bacolod City has declared the city’s current garbage hauler IPM-Construction and Development Corp. (IPM-CDC) as the winner of the P150-million environmental and sanitary services contract.

Lawyer Maphilindo Polvora, chairman of BAC, said yesterday they released the resolution Thursday stating that the IPM-CDC was declared a winner after passing the post-qualification.

He said the IPM-CDC had the lowest and responsive calculated bid of P149,696,384.53.

Out of the five prospective bidders, only IPM-CDC, FDRCon Company, and Dynamic Builders secured bid documents.

On Monday, only the IPM-CDC and FDRCon Company dropped the bidding documents at the City Council session hall while the Dynamic Builders sent their withdrawal letter signed by its general manager Jose Eduardo Cruz.

The FDRCon Company Inc. was disqualified after it failed to pass the technical requirements. They were given three days to file a motion for reconsideration, but the firm failed to do so.

Polvora said the post-qualification was held in Manila where the main office of IPM-CDC was located.

The BAC members checked IPM-CDC’s documents, and the company’s track record.

“We found out that all the documents they submitted during the bidding were authentic,” Polvora said.

After passing the post-qualification, IPM-CDC was given a notice of award and the contract could be presented next week to the City Council for ratification and for the granting of authority to the city mayor to sign.

The two-month extension contract of IPM-CDC will end this month, and they will start with a new contract on March 1 for the 10-month garbage hauling and collection services at P14.858 million per month.
