ANGELES CITY -- Councilor Carmelo Lazatin expressed his opposition to the city's P20 million supplemental budget recently passed by the City Council.
Lazatin voted against the passage of the ordinance authorizing the city's Supplemental Budget no. 3 during the council session last October 10.
During the session, Lazatin said the reason behind his negative vote was the delayed submission of program of works from offices that will receive the funds.
"The documents required by the city council were submitted by the concerned offices on an installment basis," Lazatin said. "Most of the documents were also submitted on the day of the session itself so the council members were not given ample time to properly review them."
"Ang nangyayari ay namamadali ang pag-aaral sa dokumento at hindi nare-review ng maayos dahil mismong sa araw na ng session naibibigay sa amin," added Lazatin. "Ayaw naman po natin na nagkakaroon lang ng budget hearing for the sake of formality at pagkatapos ay hindi naman pag-aaralan ng maayos kung saan talaga ginagamit ang pera ng taong-bayan."
Lazatin claimed that there are items in the proposed supplemental budget that need to be clarified, including the overtime pay for employees of the City Treasurer’s Office (CTO) amounting to P1.2 million.
Lazatin explained that after reviewing the program of works submitted by the CTO, he discovered that the proposed overtime pay of the employees for 27 days is higher than their basic monthly salary.
Based on the program works submitted by the CTO, an employee with the designation of Local Revenue Collection Officer III (LRCO III) will receive an overtime pay of P37,120 for 27 days, according to Lazatin.
In the CTO’s Personnel Schedule in the Local Annual Budget for year 2013, an employee with the same designation only receives an annual salary of P380,352 or a monthly salary of P31,696, he added.
The same document also shows another employee with the designation of Local Revenue Officer II (LRCO II) slated to receive an overtime pay of P29,128. The Personnel Schedule of the CTO, however, shows that an LRCO II only receives an annual salary of 298,644 or a monthly salary of P24,887.
Lazatin expressed his concern over the “exorbitant overtime pay” and expressed his intent to request the City Budget Officer to review the guidelines of the Department of Budget and Management (DBM) on the rendition of overtime services with pay by government employees.
u201cWe have to make sure that we are following the guidelines of the national agencies,” Lazatin said, “Baka naman po kasi mademanda kaming lahat niyan if it turns out that we are violating the DBM’s rules sa pagbibigay ng overtime pay sa mga empleyado.”
Lazatin said that even though the supplemental budget has already been passed, he will still seek an opinion from the DBM and the Commission on Audit concerning the legalities of the budget.
u201cWe may have been outvoted, what with us being in the minority, but that shouldn’t deter us from fulfilling our duties to safeguard the people’s money,” said Lazatin.
The same supplemental budget also allots funds for the salary of job order personnel from the Office of the Mayor, amounting to P3 million, Solid Waste Management, amounting to P5 million, and other miscellaneous expenses such as a supposed ‘Year End General Assembly’, amounting to P1 million.
