Licensing Division told to process permits electronically

THE City Council of Bacolod passed a resolution authored by Councilor Em Ang seeking the adoption of the electronic business permit system (E-BPLS) to make business permit registration faster and more convenient to clients.

The resolution requested the Permits and Licensing Division through the Office of Mayor Evelio Leonardia to adopt the E-BPLS.

Ang cited Section 5 of Republic Act 9485 stating that, “all offices and agencies which provide frontline services are hereby mandated to regularly undertake time and motion studies, undergo evaluation and improvement of their transaction systems and procedures, and re-engineer the same if deemed necessary to reduce bureaucratic red tape and processing time.”

Joint Memorandum Circular No. 1 series of 2016 of Department of Interior and Local Government (DILG), Department of Trade and Industry (DTI), and Department of Information and Communications Technology (DICT) urged all local government units (LGUs) to implement the E-BPLS in compliance with the call of the President in reducing the requirements and processing time of all government transactions.

The DICT launched the E-BPLS Summit with the introduction of the cloud-based software that enables LGUs to process application for new and renewal of business permits electronically.
