Mandaue City to require bouncers to register

THE Mandaue City Government will soon require bouncers of entertainment establishments to register following reports of physical injuries involving bar owners and employees.

City Mayor Gabriel Luis Quisumbing consulted Vice Mayor Carlo Fortuna to create an ordinance for this.

Quisumbing earlier said Club Hatchi had the most number of fight incidents involving its owner, bouncers and guards.

Club Hatchi was one of the three establishments in Mandaue that were asked to explain over the violations that they committed during Sinulog.

Personnel of the City Legal Office already sent a show cause order to the Club Hatchi and MO2 Restobar last Tuesday night. The delivery of show cause order for Sentral Bar and Lounge is scheduled Wednesday night, January 24.

Based on the records of the Mandaue City Police Station 2, Quisumbing said 27 of the 66 incidents in Club Hatchi involved its owner, bouncers, guard and employees.

He said this is higher than the 23 incidents of Liv Superclub (2 incidents involved the owner, etc.), seven incidents of Octagon (1 incident involved the owner, etc.) and 27 incidents of MO2 (6 incidents involved the owner, etc.).

“Kung ingon ani nga tag-iya mismo sa establishment ang mangulata (If this is the case where the owner himself punched someone), how can we expect the waiters and bouncers to continue to keep the peace?”, said Quisumbing.

“It is a bothersome to me that the owners themselves are the ones beating up their own customers,” he said.

Once an ordinance will be passed, Quisumbing said they will require bouncers to submit police and National Bureau Investigation clearances and undergo a random drug testing.

“Because we also received reports nga ang mga bouncers ug waiters maoy mamaligya og drugs sa mga (that bouncers and waiters were the ones selling illegal drugs in some) entertainment establishments (in the city),” he said.

In a separate interview, May Riel Butal, manager of Club Hatchi, said they did not secure a special permit because they did not hold a special event last Saturday. She said it just happened that many people came because it was the night before Sinulog.

Earlier, Quisumbing said that Club Hatchi was “filled to overflowing” last Saturday.

Butal said they will submit their explanation to the City Hall within five days from the day they received their notice.

MO2 and Sentral reportedly did not secure a permit for their events last Saturday, which prompted the City Government to ask for their explanation.

“They have to prove to us why they deserve to continue the operation despite, in the case, of Sentral defying the order of the City Hall and, in the case of Club Hatchi, many, many incidents,” Quisumbing added. (SunStar Cebu)
