AFTER a series of discussions on the Market Encounter conflict with the Fair Trade Ordinance, it has been finally resolved, said lawyer Damaso Bangaoet.
The Market Encounter that Panagbenga tourists enjoyed for 17 years is now the ‘Baguio Blooms: Landscape Exhibition and Exposition’, said Bangaoet who is also credited as Father of Panagbenga.
The change has been made since the traditional Market Encounter was in conflict with Ordinance Number 13 Series of 2012 specifically with Section 2 stating that no trade fairs shall be allowed for more than 16 days in government-owned and managed areas such as Burnham Park.
“They will be going to work for an amendment. So while we are waiting for the arrangement, they asked if we can repackage it to highlight the flowers,” Bangaoet said.
The City Government exempted Market Encounter activities as it is already an integral part of Panagbenga, he added.
“There will be no dramatic changes but there will be more flower decorations,” Bangaoet said.
“We pay around P1 million [for the Market Encounter] to the City Government each year. But we have to make funds to support the foundation,” he added.
Baguio Blooms will start on February 1 and continue until March 3. (Jemmie Vejerano)
