No official order yet on promotion of Dubria

DAVAO City Police Director (DCPO) Senior Superintendent Michael John Dubria said that he is yet to receive the official order coming from the Philippine National Police (PNP) headquarter for his impending promotion as senior executive assistant at Camp Crame in Quezon City.

Dubria said on Wednesday, March 15. during the AFP-PNP press briefing at Camp QuintinMerecido, Buhangin, Davao City that the order must come from PNP chief Ronald dela Rosa on his reassignment at the national headquarters after Senior Superintendent Alden Delvo was reassigned to the police regional command in Calabarzon.

“Actually it was just an advance information but then that position was vacated by the former officer and the chief PNP advised me to prepare for the position,” he said.

While waiting for the order, he said that he will still do his duty as the city director and continue to perform his functions until the order is issued.

“Actually if there will be an order coming from the national headquarters then I could not reject it, it is an order from the higher office,” he said.

Dubria, who have been serving the city for almost nine months, said he would also seek the approval of Mayor Sara Duterte-Carpio.

“She is the local chief executive, she is my immediate boss in the city so she also has the right to make the decision pertaining to whoever will be her city director,” he said.

He cited the positive results during his term as city director considering the zero participation of the city police in irregularities and illegal activities or derogatory.

“I believe that the personnel are professional and disciplined. I am proud to say that none of the personnel here resulted positive during the drug test. The police are all professional and they are cooperative and performing well to the best of their abilities,” he said.

PRO-Davao chief Manuel Gaerlan, on one hand, said they have not yet generated a short list of possible officers that would replace Dubria to be presented to the mayor.

He said the entire senior superintendents in the region are all possible candidates for the next city director if the promotion will push through.

“Until an order is issued nothing is final so we are preparing. We have no official list of candidates yet but the senior officer’s placement and promotion board would evaluate the applicants or those recommended for the position if ever it will be vacated,” Gaerlan said.
