P350M eyed for La Trinidad dumpsite

A POSSIBLE grant from the Asian Development Bank (ADB) is up for the Alno Engineered Sanitary Landfill (ESL).

La Trinidad Mayor Romeo Salda said the municipality has applied for a P350-million grant in the hopes to complete the Alno ESL.

The grant will enable the town to accommodate additional volume of bio-waste. Further purchase of equipment is included, such as two skid loaders, two rapid composters, and four shredders.

The ADB will shoulder P220 million, while the municipality is expected to contribute P95 million. The National Government will also have to pitch in with P35 million.

Municipal Environment and Natural Resources Officer Arthur Pedro said the ADB had a consultation with the stakeholders composed of council elders and Indigenous People to discuss possible work once the project pushes through in Alno.

Total cost of the project for Cell 4 of the Alno ESL is broken down as follows; P217. 36 million base costs for solid waste collection, sanitary landfill facility, materials recovery facilities, and compost facility; a P10.30-million access road; a P36.61-million land acquisition and resettlement; P48.38 million for physical and price contingencies; and P34.55 million in taxes.

If granted, the project will purchase waste collection vehicles, including 10 mini-dump trucks. Five hundred composting bins will also be secured with 120-liter capacity to be utilized as storage for home composting.

The grant will cover the rehabilitation of the access road to the Alno ESL spanning 750 meters to qualify as an all-weather road, which is passable even during the rainy season.

The entire population of La Trinidad will benefit from the Solid Waste Management service improvement, said officials.
