Pangan: Transition casualties

AS EXPECTED, several of the City Government of Mabalacat employees, casuals and job order contract holders were instructed to take a break after the ten-day extension given them.

Their contracts of service mercifully ended June 30, and most of them felt lost and confused, as if they suddenly lost their bearings. Still others cannot comprehend the fate that has befallen them and some could not get employment easily considering their age.

All departments/offices sustained "casualties", or those in danger of not being re-hired.

As it is, the Transition Management Committee (TMC) informed all those temporarily separated from the service, to submit their resumes and go through the process of re-applying which includes, this time, strict screening and evaluation.

The TMC should have an excellent guide in terminating the service of casuals and job order contract holders. It should therefore consider the weight, importance and priority of the work done by the disengaged workers.

For example, at Peso Mabalacat, one such worker was assigned reporting tasks in coordination with Department of Labor and Employment (Dole)-Central Luzon office which collates reports of national import. One does the uploading of SRS or Skills Registry System forms to complete the manpower data base. Another important report is theLabor Marketing Information (LMI), required by the Dole.

On August 2, the separated employees are expected to report for work, after the strict screening and evaluation process.

After this sifting, it is expected that the new administration of Mayor Crisostomo Garbo, who has brought in his best and brightest minds, would sail through convincingly till 2019.

Lawyer Emmanuel Ignacio, Fiel Sakay and Rosan Paquia are busy with interviewing employees affected by the notice issued to all casuals and job contract holders. And it seems they are doing a fine Herculean job.

Mabalacat City will observe Friday July 21, as a special non-working holiday due to its 5th year anniversary and observance as a city. The President issued Proclamation No. 255 to allow the citizens of Mabalacat to observe the special holiday.
