PNP orders transfer of Cebu City police chief

SENIOR Supt. Noli Romana, chief of Cebu City Police Office (CCPO), has been relieved from his post and transferred to Camp Crame.

Romana is among seven police officials having similar ranks that were transferred under a Dec. 4 order from the PNP nation headquarters in Camp Crame.

Romana has been transferred to the Civil Security Group (CSG) in Camp Crame. The order did not indicate the reason for his transfer.

Romana did not answer calls to his mobile. He was also not in his office yesterday.

Police Regional Office (PRO) 7 Director Prudencio Bañas, who received a copy of the Camp Crame order last night, said Romana's relief is “sudden and unexpected.”

Promotion

Bañas pointed out, though, that the transfer is beneficial to Romana. It is a stepping stone to promotion, he said.

“He will be handling the civil security. Maganda yun (That’s good),” said Bañas in a phone interview yesterday.

The order was issued upon the directive of PNP Chief Allan Purisima and signed Police Deputy Director General Marcelo Garbo Jr., chief of directorial staff, and Police Director Jaime Morente, director for personnel and records management.

Bañas appointed Senior Supt. Conrad Capa as officer-in-charge at the CCPO. Capa is also deputy regional director for operations at PRO 7.

Bañas said he was pleased with Romana's performance as CCPO director.

Cebu City Mayor Michael Rama, however, said Romana remains to be the CCPO director because he has yet to receive the order from Camp Crame.

He said he is planning to talk to PNP officials in Camp Crame about it. “I will attend to that matter when our typhoon problem is over. I don't want to mix it with our preparation,” he added.

Rama defied Camp Crame’s appointment of Senior Supt. Mariano Natuel Jr. as officer-in-charge of CCPO on Dec. 27, 2012 because he had his sights on Romana.

Section 63 of Republic Act 8551, otherwise known as the Philippine National Police Reform and Reorganization Act of 1998 provides that mayors, as local chief executives, have the authority to choose the chief of police in their jurisdiction.

Also transferred are Supt. Sergio Dimandal of the PRO 12-General Santos City; Supt.

Abad Osit of PRO MIMAROPA-Oriental Mindoro; Supt. Jose Carillo of the Aviation Security Group; Supt. Herberto Olitoquito of PRO 5-Legaspi City; Supt. Marcelo Morales of the National Capital Region; and Supt. Edwin Ocampo of PRO 9-Zamboanga City.

Romana became CCPO director last Aug. 2, 2013 upon the appointment of Rama. He succeeded Supt. Mariano Natu-el.
