Rape tops cases of jailed persons deprived of liberty

RAPE cases remain to be the highest crime committed by persons deprived of liberty (PDL).

According to Baguio City Jail Warden Chief Inspector Elvis Danglose, from the last quarter of last year until March this year, the number of rape cases reached to 44.

Danglose said 26 murders, eight homicides, eight frustrated homicides, six physical injuries, three attempted homicide, three frustrated homicide, and one parricide punishable under the Revise Penal Code (RPC) are now being heard in local courts.

Aside from rape, theft and robbery were among the highest recorded under crimes against property with 41 and 42 respectively while 15 for estafa, six for carnapping, and one for arson.

For crimes against personal liberty and security, there were eight cases involved in kidnapping for ransom, two for grave coercion, and two grave threats.

For violation of special laws, violation under Republic Act No. 9165 remain to have the highest number with 268 cases.

The city jail recorded 52 percent of the total cases is related to illegal drugs.

Under Republic Act No. 9262, there were 10 cases of violence against women and their children. Under RA No. 7610, there were six cases of child abuse, exploitation and discrimination.

From the last quarter of 2016 and first quarter of 2017, Baguio city jail has an average release of 61 persons deprived of liberty through their decongestion program and paralegal programs.

They also have an average of 73 PDL entering the jail every month due to alleged commission of a crime.

To help the PDLs while awaiting for their judgment, technical skills were taught to them by different service providers from the private and government institutions.

Jail personnel have also transformed cells into dorms called Purok Maliksi, Maligaya, Malikhain, Malusog, and Matulungin.

The City Government of Baguio has provided funds a subsidy for the jail’s expenses aside from the budget coming from the Central Office.
