THE Davao City Planning Division Office said that San Miguel Corporation Pilipino May Puso Foundation will build 21 five-story apartment buildings for the phase two of the Los Amigos relocation project.
City Housing and Home site Division Chief Roy Ryan Rigor of said those who are living in danger zones, in areas with road right of way issues, will most likely be qualified to occupy the relocation area.
"Some were qualified and while others are also disqualified, the city we can only account the qualified," he said.
There are factors where one can be disqualified in the census tagging and these will be judged based on the resident's answers in the questionnaire they prepared.
Rigor said these buildings, which will have a total of 840 units, will occupy the remaining seven-hectare property purchased by the local government of Los Amigos.
"Qualifications must be citizens of the republic of the Philippines, should have no land holdings titles under his/her name, and must be below poverty threshold of P8,300 monthly income," Rigor said.
The selection of the occupants will be done by raffling.
"The raffling will be done open in public," he said.
Rigor said even if the person is disqualified, he or she can opt to avail housing provided by different agencies of the government.
"Dili dead-end ang program sa government (The government’s program is not dead-end), in case of disqualification, for associations, they can apply assistance from Social Housing Finance Corporation," he added.
Aside from national agencies, disqualified persons may avail from City Government Urban Land reform program, Rigor said.
He said the San Miguel Corporation Pilipino May Puso Foundation said that they will not recover the cost of construction from the residents as it will be given to them as a form of donation.
However, Rigor said that City Government will ask for payment for the land component.
"We are still in the process of determining the recoverable cost of the seven hectare land," he said, adding that they are having a hard time since it is the first time they would calculate cost for high-rise buildings.
Rigor added that each unit will be 42-square meter larger than the commonly socialized housing with 25 to 30 square meters.
"The National Housing Authority came up with the design for the 42 square meter floor area," he added.
Rigor said they ensure that the social preparation will be done for the settlers.
They have explained to the settlers the livelihood opportunities given that they are the pioneer settlers in the area.
He said completion of some of the buildings in the area is targeted to be in March 2018.
"During the inauguration on March 19, the San Miguel Corporation president announced that by March 2018 at least a few buildings will be finished."
Rigor said the settlers of 700 to 800 housing units constructed in the first 13 hectares of the relocation project are already on the site.
