Truck ban amendments to be tackled

THE proposed amendment for the truck ban will be tackled in next week’s session, as Davao City Councilor Pilar Braga requested the City Transportation and Traffic Management Office (CTTMO) to show reports of the experimental truck ban conducted in Davao City last year.

Braga requested newly appointed chief, Retired Officer Dionesio Abude, to show a signed report as this will protect not only the proponent but the whole body in case issues will arise on the matter.

Transportation and communication committee chair, Councilor Conrado Baluran, cited the effective implementation of the CTTMO’s experimental truck ban in increased hours as one of the basis for the amendment.

Based on the committee report, the proposed amendment shall increase truck ban hours from 5 a.m. to 9 a.m. for the morning rush hours and from 4 p.m. to 7 p.m.

The existing comprehensive transport and traffic code of Davao City bans trucks from 7 a.m. to 9 a.m. and from 5 p.m. to 8 p.m.

The report said the amendments of the ban have been approved by national and local stakeholders and supported by CTTMO and the Land Transportation Office (LTO).

LTO Davao Region Director Gomer Dy, who was present in Tuesday's session, said they fully support the ban.

“There was a sudden change of traffic volume in the city since July 2016. One of the causes of the obstruction of highways is the illegal parking of trucks, waiting for the deliveries to be unloaded,” Dy said.

Davao City Councilor Victorio Advincula Jr. urged the executive department to produce and issue citation tickets for the ban to add additional income for the city.

This proposition followed after Abude informed the council that they have previously conducted experimental ban without the issuance of citation tickets.
