THE LEGISLATIVE arm of Tuba urged the Energy Regulatory Commission (ERC) not to issue a certificate of compliance and provisional authority to the city government of Baguio for the operations of the Asin hydroelectric power plants because of several unresolved issues.
The council submitted Resolution 48, series of 2013 to the Provincial Board of Benguet which expresses its plea to ERC.
Officials of Tuba express that hydro plant numbers 1, 2, and 3 are all located in its jurisdiction in Tadiangan and Nangalisan wherein proper compensation must be given first before the City Government will continue its operation.
The unsolved problems are the non–payment of the city on the rentals to the landowners and the taxes to the municipality of Tuba. The council said these issues must be solved first before ERC should issue necessary permits.
During the early years, several landowners had been asking for the rentals from the city government but to no avail. They claimed no payments were ever done since 2007 wherein the payable amount was accumulated into P2 million now from 2007 to 2013.
Around 100 landowners should be compensated because their properties are being used by the plants’ pipelines and sites are located. They are under the Tadiangan-Nangalisan Hydro Ancestral Landowners Association.
