UCAN lawyer raises concerns over bulk water supplier’s delinquencies

The Utilities Consumers Alliance of Negros (Ucan) has already received a copy of the feasibility study that validates the need for the water bulk supply project of Bacolod City Water District (Baciwa), its counsel Vicente Petierre III said.

He said the Ucan appreciates the effort shown by Baciwa in furnishing them a copy.

However, according to Petierre, they are still looking for the names of persons who made the feasibility study to make the study official.

"We have noticed that nobody signed the said study so how can that study become official? It is a given fact that if a study is made and submitted to an organization, there should be a responsible person to whom we can send our reply and feedback,” Petierre said.

Moreover, Petierre also raised concerns over the track record of Cebu-based Mactan Rock Industries Incorprated, the lone winning bidder in the two bulk water supply projects of Baciwa.

Petierre said that Mactan Rock also supplies water to Dumangas Nuevo Water District in Iloilo where they were contracted to supply 5,000 cubic meters per day.

However, the said water district will file a case against Mactan Rock for P50 million in damages as the supplier failed to comply with their commitment to deliver their promised volume of water supply.

Petierre also said that based on reports, Mactan Rock has no laboratory equipment, no standby generators, among others.

Petierre added that Baciwa should ensure that these reported delinquencies should be made available when they finally enter a contract with Mactan Rock.

"We don't want to come to a point later when Baciwa will face the same problems that Dumangas Nuevo Water District experienced. They should make it sure during their post-qualification validation," he said.
