‘What happened to 102 projects?’

SOME barangay captains in Cebu City want to know the status of the 102 projects worth P694.44 million that are to be implemented in their villages.

Majority of the 102 projects are road concreting with drainage that were to be funded by the City Government's P13.4-billion annual budget this year.

The projects were endorsed by the Department of Engineering and Public Works (DEPW) to the Bids and Awards Committee (BAC)-Infrastructure a few months ago.

Budlaan Barangay Captain Nerissa Antolihao said that she wants the projects to be implemented soon.

Renovation

A P10.29-million renovation of a sports complex and the improvement of a health center were supposed to be implemented in her barangay. She said, though, that the project might be bidded out next month.

Buot-taup Barangay Captain Rosalita Callino also asked about the status of the projects for her barangay.

She said she hopes that the projects would be bidded out and implemented before the election infrastructure ban in relation to the 2016 polls. “Paspasan gyud dapat na (They should implement it soon),” she told Sun.Star Cebu.

A P26-million road concreting project with drainage is being planned from Buot-taup to Barangay Sinsin.

Road work

The DEPW also plans to implement a P7.49-billion road concreting with drainage in Buhisan. Buhisan Barangay Captain Gremar Barete also asked about the status of the project.

DEPW Chief Jose Marie Poblete told Sun.Star Cebu that the 102 projects have been endorsed to the BAC.

He said that 26 projects were endorsed in February, 35 in March, two in April, one in May, five in June and 33 in July.

Out of the 69 projects endorsed from February to June, Poblete said, though only 54 projects were bidded out while the other 15 projects are yet to be scheduled.

The 33 projects endorsed in July have been scheduled for bidding today.

Failed bidding

But of the 54 projects bidded out, only two projects were issued notices of award, Poblete said. “No contract has been signed yet so no notice to proceed can issued,” he said.

He that bidding for 12 projects failed because of the absence of bidders.

Some 40 projects are waiting to be issued notices of award.

u201cThe BAC and the technical working group still have to conduct post-qualification review or evaluation on the lowest complying bid,” he said.

Poblete said that the delay in the implementation of the projects is not because of inaction or incompetence on the part of DEPW. “The delay in the start and completion of the bidding process, needless to say, will also result in the delay of delivery of the needed infrastructure projects to the constituency,” he said.

Mayor Michael Rama said that he will call for a meeting with the BAC and the DEPW to discuss the issue.
