The Municipal Trial Court in Cities Branch 2 has issued a notice of garnishment, with Civil Case Mo. 10761 (Collection of Sum of Money and Damages), to the manager of Land Bank of the Philippines in the City of San Fernando upon the account of Third District board member Shiwen P. Lim.
This is in connection with a civil case involving ?1.13 million in unpaid obligations.
The garnishment order also includes “all other accounts…goods, stocks, interest in stocks and shares and any other personal properties” of the official in the bank’s possession and control sufficient to cover P1,130,000 “with conventional interest of 6% per annum from May 30, 2023 until its full satisfaction.”
The garnishment dated July 18, 2025, was signed by Christian Anthony A. Concepcion, Sheriff III.
The garnishment stemmed from the Civil Case No. 10761 involving one Jackyline G. Gopez versus SI Group of Companies Inc. and Lim.
According to court documents, the Writ of Execution dated April 22, 2025, sought to collect the amount of “P1,130,000.00, with a 6% conventional interest per annum starting May 30, 2023, and an additional 6% compensatory interest from October 1, 2024 until fully paid.”
The bank and any parties holding Lim’s assets were ordered to comply “within five days or face examination under oath, as mandated by the Rules of Court.”
Lim is also liable “to pay P50,000.00 in attorney’s fees and all lawful costs related to the execution of the writ.”
Lim, on a social media post, said that he is confronting all his obligations. He, however, decried why the issue was made public.
"Nais ko pong linawin sa lahat na negosyo po ang nalugi, hindi po ako nandaya o nanloko ng tao. Sa kabila ng lahat, hindi ko tatalikuran ang mga taong nagtiwala sa akin. Sa kabila ng pagkalugi ng negosyo ko, ako pa nagsabe sa mga ibang namuunan date dito na babayaran ko sila in time. Magwowork lang ako ng maayos at aayusin ang ibang negosyo para makaipon ulit at makabayad sa kanila," Lim said.
"Lastly ang pang babayad ko po sa kanila galing sa malinis na paraan, at hindi sa kaban ng bayan. Humabol po ako ng Board Member para maka tulong pa lalo sa maraming tao at hindi para sa personal ko na interest. Pinalake po ako ng maayos ng nanay ko kahit mahirap kame pero di kame magnanakaw," Lim added.
