
Governor Lilia G. Pineda on Monday said that she will push for a 14-point legislative agenda aimed to strengthen healthcare, food security, education, livelihood, environmental protection, and social welfare.
Pineda made this announcement during the inaugural session of the Sangguniang Panlalawigan at the New Legislative Building, with the new members of the Provincial Board, headed by her son, Vice Governor Dennis Pineda.
The governor said that her agenda represents a brand that is "truthful and sincere service to Kapampangans."
Pineda said she will prioritize the Provincial Health Systems Strengthening Ordinance, "to modernize district hospitals, open the Pampanga Provincial Hospital–Clark, and provide advanced medical equipment and mobile clinics, particularly for coastal communities."
The newly-installed governor added that she will also focus on food sustainability through the Pampanga Food Security and Agricultural Resilience Code.
Pineda underscored the establishment of the Rice Processing System in Guagua and a Food Security Complex in Lubao town.
She said that Pampanga Youth Empowerment, Education, and Skills Development Code will focus on establishing TESDA-accredited technical schools, leadership and values training, grassroots sports, and scholarship programs.
Pineda stressed that education access will be enhanced through the EdukaPampangan ordinance, which aims to expand school the facilities and satellite campuses of Pampanga State University.
The governor said she will push the creation of a Good Governance, Ethical Leadership, and Oversight Mechanism Ordinance.
"This will include the formation of a Provincial Oversight and Accountability Council to monitor the implementation of laws and promote integrity and people-centered service," Pineda said.
She also seeks to establish the Pampanga Environmental Regulatory and Monitoring Ordinance to safeguard air, rivers, soil, and communities through strict regulations and community enforcement.
In line with this project, the Disaster Resilience and Climate Adaptation Code proposes the establishment of permanent evacuation centers, disaster hubs, and community drills, with science-based partnerships to reduce risks and protect livelihoods.
Pineda also vowed to push for the Alagang Nanay ordinance, a comprehensive welfare program targeting senior citizens, solo parents, persons with disabilities, and the poor.
Other ordinances mentioned by the governor are Employment, Livelihood, and Micro-Enterprise Promotion Ordinance, Pampanga Cooperative Development and Financial Inclusion Ordinance, Digital Governance and ICT Development Ordinance, Overseas Kapampangan Welfare and Reintegration Ordinance and Pampanga Provincial Housing and Human Settlements Development Ordinance.
“These flagship programs reflect our collective compassion, courage, and love for the province,” Pineda said.
