Lawyer Claire Lim, current president of the Liga Ng Mga Barangay in Pampanga and barangay chairman of Jose Abad Santos (Siran) in Guagua, is running for Second District Board Member with a vow to implement programs on education, culture and the arts, and grassroots governance.

Among her proposals is the establishment of more integrated high schools in remote barangays to reduce dropout rates and make quality education more accessible to students who have to travel far for basic schooling.

Lim said she is pushing for barangay-based culture and arts programs that include music, dance, visual arts, and culinary workshops to cultivate local talent and preserve community identity.

Lim added that she aims to support Kapampangan heritage through local historians, writers, and cultural advocates.

The ex officio board member said she envisions the creation of cultural and creative hubs in various districts where the youth can express themselves and engage in meaningful activities.

For barangay officials and workers, Lim said she is planning to introduce capacity-building trainings and wellness programs to improve their performance and well-being.

She said "these initiatives are rooted in her experience as a long-time barangay leader who understands the real needs of communities."

Lim also emphasized her commitment to work along with the programs of Governor Dennis Pineda and Vice Governor Lilia Pineda, particularly in areas related to education, health, and local development.

“Our programs in the barangay should be in sync with the vision of the province. With strong collaboration, we can create real, lasting impact,” Lim said.

“I fully support the programs of Gov. Pineda and Vice Governor Lilia Pineda, especially those that uplift quality of services provided by the barangays, our youth and preserve our culture. As a Board Member, I will work hand in hand with the provincial leadership to ensure that the people’s needs are prioritized,” she added.

Lim emphasized that her experience as a barangay chairperson "shaped her values of malasakit, inclusion, and public service driven by empathy and action."
