Department of Transportation Secretary Vince Dizon has ordered the perpetual revocation of the license of a van driver involved in a fatal mishap along the Central Luzon Link Expressway (CLLEx) in Tarlac on August 12, 2025.

The statement was issued on Sunday by the DOTR, which also disclosed that the driver -- John Paul Martin -- tested positive for illegal drugs.

The agency said the Tarlac Police Provincial Office conducted the drug test. "Lumabas ding nagpositibo sa droga ang naturang driver matapos siyang isailalim sa drug testing ng Philippine National Police (PNP) Tarlac Provincial Office."

Five people died while nine others were injured after the closed van, driven by Martin, crashed into the expressway's fence.

In a show-cause order issued by the Land Transportation Office (LTO), the driver's license was suspended for 90 days.

The driver was also directed to appear before the LTO Intelligence and Investigation Division to explain why he should not be charged reckless imprudence.

He was also asked to explain why his driver's license should not be suspended or revoked.

The agency also asked the van owner to explain the inciden.
