Mabalacat City body to address SAP complaints

THE Mabalacat City Resource Operations Center (MCROC), which consists of different offices, has vowed to address complaints in connection with the Covid-19 social amelioration program (SAP).

MCROC chief Carlo Costales said the grievance period will start immediately after the May 7 deadline in the implementation of the national government’s cash assistance program for families severely affected by the enhanced community quarantine (ECQ).

The MCROC chief said all SAP complaints will be validated and entertained during the grievance period which will start on Monday, May 11.

Barangays are also obliged to post the list of beneficiaries after the SAP implementation is completed, Costales said.

“After May 7, we will encode the lists and this coming Monday we will release an official masterlist of all beneficiaries in Mabalacat City. Next week will be our grievance week, put in writings all of you complaints and we will validate them before our second tranche,” the official added.

The City Government has been receiving numerous complaints against barangay officials and personnel in connection with the preparation of initial lists of beneficaries.

Residents, who are not qualified as beneficiaries, were allegedly included in the barangay lists prepared by the barangay officials.

Costales said there are 75,000 estimated households in the city and the allocation of the city on the Department of Social Welfare and Development (DSWD) SAP is only for 30,425 families.

Aside from DSWD, other government agencies also give amelioration to other sectors through other means and programs, according to Costales.

“We have 75,000 estimated households in the city and our allocation on the DSWD SAP is only 30,425 so this means that 40,000 will not get assistance and we have to select. That is the reason why we have validation so that beneficiaries will be selected,” he said.

Barangay lists are validated by the City Social Welfare and Development Office before it will be passed on to the DWSD regional personnel for final assessment before the actual pay out.

The MCROC consists of the City Social Welfare and Development Office (CSWDO), City Gender and Development (GAD), City Central Pharmacy, and City Social Assistance Office.
