Pampanga logs ₱4.5B quarry income: Delta

The Provincial Government of Pampanga, under the leadership of Governor Dennis "Delta" Pineda, said it was able to collect a total of ₱4.5 billion in quarry revenues.

This is the highest quarry income in the history of the provincial government, it added.

The figure represents collection from gravel and sand from July 2019 to May 2025.

This was complemented by ₱84.1 million in licenses and fees, according to the Provincial Treasurer’s Office.

The Capitol said the revenue was made possible through the strict regulation of quarry operations by the Kalam Quarry Regulatory Unit and enforcement of the Republic Act No. 8794 or the Anti-Overloading Law.

Of the ₱4.5 billion collected, Pampanga earned a net of ₱3.2 billion from administrative fees, in accordance with the Local Government Code of 1991.

The remaining shares -- 40 percent to barangays and 30 percent to component cities and municipalities — were distributed directly to local government units.

During Pineda's first six months in office, Kalam posted ₱259.2 million in collections—more than ₱1 million per day.

Annual figures then increase to ₱556 million in 2020, ₱715.7 million in 2021, ₱672.2 million in 2022, ₱960.18 million in 2023, ₱872.2 million in 2024, and ₱343.5 million in the first five months of 2025.

This performance surpassed previous records, with quarry revenues under Pineda totaling more than seven times the ₱611 million collected during former Governor Eddie Panlilio’s three-year term from 2007.

Quarry operators currently pay ₱430 per transaction. This figure is broken down into ₱150 in sand fees, ₱250 in administrative fees, and ₱30 in weighing scale fees.

Each 12-cubic-meter load requires one receipt and loads from over 12 to 18 cubic meters require two receipts.

Pineda said the provincial government converted the revenue into essential services.

During the height of the COVID-19 pandemic, quarry income helped fund life-saving programs.

In latter years, it supported expanded education assistance, medical infrastructure, and other vital public services.

As a result of this efficiency, the Department of Finance and its Bureau of Local Government Finance named Pampanga as among the top-performing provinces in the country in locally sourced revenue: Top 10 in 2020, Top 3 in 2022, and Top 2 in 2023 among 81 provinces.

“Isang transparent collection system po ang aking inilagay. Ang mga kabalen natin ang nakinabang mula sa mataas na quarry income dahil napondohan ang mga dagdag na serbisyo,” Pineda said.
